Access levels: AP Price Changing

Access level 36 is used to control access to price changes with automatic pricing. It is used to limit access to:

1. Discounts (-)
2. Absolute amount ( [ )
3. Absolute discount ( _ )

In other words, all automatic pricing metacharacters that can be used to undercharge.

Access level 45 is assigned to see if the user should be asked the fees question when adding manual notes.
